Here's a reply from Peter Lunsford when I asked how they did it:
"Setting this up wasn't too difficult. We had one of our members become a "producer" for the local station. This involved taking a few hours of classes at the station to learn the rules.
Once he was "certified" as a "producer" he could submit "his" shows (as long as they were of an noncommercial nature and met certain decency guidelines) for airtime, and also gets to check-out studio equipment so he can film our monthly meetings and events broadcast them too (if we decide to do that.)
We raised the money for Peak Moment TV by simply asking our members to share the expense. Some gave more than others, but nobody needed to cough up more than $20. We paid Janaia via PayPal and she sent the DVD's for a years' worth of episodes. We gave the DVD's to the station and they scheduled them and put 'em on for us. Each broadcast should be preceded and followed by a slide that indicates the show is sponsored by our group and provides our website address.
Janaia was a big help throughout. All pretty simple. And now we've got Peak Moment TV on every day and twice on Mondays for the rest of this year. I'm not yet sure what the schedule will be next year."

Peak Moment for your community-access TV station
We're really pleased to add Tualatin Valley Community TV to the Peak Moment family (stations are listed at www.peakmoment.tv/stations.html). Our shows emphasize what people are doing, like local food production or electric bikes or local business networks, so it's not a "doom and gloom" show. Since most of the conversations and tours are with ordinary folks, viewers can relate to other people doing things--and thus get inspired to do them too. If you want to preview some shows, they're online at www.peakmoment.tv/conversations.
At $4/show, I think this is a low cost way for a peak oil or relocalization group to gain some credibility in their community, too. Peter and his group showed how easy it can be--thank you. And, airing the series on LOCAL community access TV support LOCAL media, an essential ingredient in re-localizing. Questions? Contact me at info@peakmoment.tv.

And it really raises visibility...
Another important benefit of Peak Moment TV is that it enormously raises visibility in the community. So many people are channel-surfers and as they surf they come across a professional interview and stop for a moment to see what it's about. One of our top priorities at Washington County Peak Oil is to raise the awareness about the energy uncertainty issue and its implications to as many people as possible, as quickly as possible. It's also a benign means of putting some pressure on local government leadership -- a regular TV program about a single important topic translates into a public issue...at least that's what we hope it will do. This was a very inexpensive and effective approach for us. Highly recommended.
