 <title>Great Opportunity to Reach Government Officials</title>

 <description>&lt;p&gt;The Sustainability Roundtable of Central Ohio recently had a great discussion on their listserv regarding cycling in our area. As I have been a cyclist for years it was encouraging to follow. Two of the members, Stu and Chris, offered great opportunities for us to contact local government regarding diverting funds away from more highway construction to rail, bus, bicycle and pedestrian transportation solutions.&lt;/p&gt;

 <title>“taking on the big question from a place small enough to yield practical results</title>

&lt;p&gt;Excerpt:&lt;br /&gt;&amp;quot;In early 2002, picking up my first copy of Richard Heinberg&#039;s brilliant MuseLetter, I collided with his series of articles on Peak Oil, (later issued in book form by New Society Publishers as The Party&amp;rsquo;s Over and Power Down). Reading the MuseLetter on Peak Oil and its possible consequences was very like being in the passenger seat of that Chevy Capri confronting an oncoming vehicle and discovering that the best I could hope for from the situation was to learn some physics and anatomy the hard way. Heinberg&#039;s reasoned analysis of the evidence that oil (and natural gas) production are close to zenith and will decline; and his explanation of how utterly dependent much of the world&#039;s economy, particularly agriculture, is on fossil fuel, detailed the oncoming crash. I&#039;ve always believed that relocalization could be a good thing, but living through a rapid default into it could be mighty rough. Serious demand-side responses to Peak Oil--households and regions growing most of their own food; staying home, cottage industry, walking, or diverting of federal taxes from armaments to railroads and other public transportation; inhabiting smaller, tighter houses in compact settlements and practicing Xtreme frugality--will take courage, work, and skills bygone as well as new. These latter can be difficult to acquire in a crisis. A way of life is something more than an easy-to-master assemblage of techniques.&amp;quot;&lt;/p&gt;
&lt;p&gt;&amp;quot;Apart from the fact that a high-tech megalopolis might not be everyone&#039;s ideal, something&#039;s missing from this vision. The catch to the &amp;ldquo;supply side&amp;rdquo; solutions like renewables, hydrogen or mini-nukes, which technological optimists imagine will forestall the energy crunch, is EROEI--energy returned on energy invested. The infrastructure within which such technological fixes would have to be produced presently runs on oil. Richard Heinberg&amp;rsquo;s caution regarding any crusade to switch business as usual over to hydrogen and renewables is &amp;ldquo;If it can&amp;rsquo;t be done without fossil fuels, it can&amp;rsquo;t be done.&amp;quot; How much nonrenewable fuel must be expended in the manufacture of these new gadgets and facilities? After all, the people beavering away on fuel cells will still have to drive to their laboratories on asphalt (another petroleum product) roads.&amp;quot;&lt;/p&gt;

&lt;p&gt;Dozens of factories that turn corn into the gasoline substitute ethanol are sprouting up across the nation, from Tennessee to Kansas, and California, often in places hundreds of miles away from where corn is grown.&lt;/p&gt;
&lt;p&gt;Once considered the green dream of the environmentally sensitive, ethanol has become the province of agricultural giants that have long pressed for its use as fuel, as well as newcomers seeking to cash in on a bonanza.&lt;/p&gt;
&lt;p&gt;The modern-day gold rush is driven by a number of factors: generous government subsidies, surging demand for ethanol as a gasoline supplement, a potent blend of farm-state politics and the prospect of generating more than a 100 percent profit in less than two years.&lt;/p&gt;
&lt;p&gt;The rush is taking place despite concerns that large-scale diversion of agricultural resources to fuel could result in price increases for food for people and livestock, as well as the transformation of vast preserved areas into farmland.&lt;/p&gt;
&lt;p&gt;Even in the small town of Hereford, in the middle of the Texas Panhandle&#039;s cattle country and hundreds of miles from the agricultural heartland, two companies are rushing to build plants to turn corn into fuel.&lt;/p&gt;
&lt;p&gt;As a result, Hereford has become a flashpoint in the ethanol boom that is helping to reshape part of rural America&#039;s economic base.&lt;/p&gt;
&lt;p&gt;Despite continuing doubts about whether the fuel provides a genuine energy saving, at least 39 new ethanol plants are expected to be completed over the next 9 to 12 months, projects that will push the United States past Brazil as the world&#039;s largest ethanol producer.&lt;/p&gt;
&lt;p&gt;The new plants will add 1.4 billion gallons a year, a 30 percent increase over current production of 4.6 billion gallons, according to Dan Basse, president of AgResources, an economic forecasting firm in Chicago. By 2008, analysts predict, ethanol output could reach 8 billion gallons a year.&lt;/p&gt;
&lt;p&gt;For all its allure, though, there are hidden risks to the boom. Even as struggling local communities herald the expansion of this ethanol-industrial complex and politicians promote its use as a way to decrease America&#039;s energy dependence on foreign oil, the ethanol phenomenon is creating some unexpected jitters in crucial corners of farm country.&lt;/p&gt;
&lt;p&gt;A few agricultural economists and food industry executives are quietly worrying that ethanol, at its current pace of development, could strain food supplies, raise costs for the livestock industry and force the use of marginal farmland in the search for ever more acres to plant corn.&lt;/p&gt;

The study analysed energy input-yield ratios of producing ethanol from maize, switch grass and wood biomass as well as for producing biodiesel from soybean and sunflower plants. The report of the study, published in Natural Resources Research (Vol.14, 65-76) found that:&lt;/p&gt;
&lt;p&gt; * maize needs 29% more fossil energy than the fuel it produced&lt;/p&gt;
&lt;p&gt; * switch grass needed 45% more fossil fuel than fuel produced&lt;/p&gt;
&lt;p&gt; * wood biomass needed 57% more fossil fuel than fuel it produced&lt;/p&gt;
&lt;p&gt; * soybean plants needed 27% more fossil fuel than the fuel produced&lt;/p&gt;
&lt;p&gt; * sunflower plants needed 118% more fossil fuel than the fuel produced&lt;/p&gt;
&lt;p&gt; Swiss multinational Syngenta recently applied to the South African Department of Agriculture for permission to import genetically modified maize for conversion into ethanol. The maize will not be planted in South Africa. It will be imported in a ground form but Syngenta acknowledges that event could contaminate the food and feed chain. The company is also applying for permission to import in the United States of America, the European Union and China.  <title>Worse Than Fossil Fuel</title>

&lt;p&gt; Over the past two years I have made an uncomfortable discovery. Like most environmentalists, I have been as blind to the constraints affecting our energy supply as my opponents have been to climate change. I now realise that I have entertained a belief in magic.&lt;/p&gt;
&lt;p&gt; In 2003, the biologist Jeffrey Dukes calculated that the fossil fuels we burn in one year were made from organic matter &amp;quot;containing 44&amp;times;10 to the 18 grams of carbon, which is more than 400 times the net primary productivity of the planet&amp;rsquo;s current biota.&amp;quot;(1) In plain English, this means that every year we use four centuries&amp;rsquo; worth of plants and animals.&lt;/p&gt;
&lt;p&gt; The idea that we can simply replace this fossil legacy &amp;ndash; and the extraordinary power densities it gives us &amp;ndash; with ambient energy is the stuff of science fiction. There is simply no substitute for cutting back. But substitutes are being sought everywhere. They are being promoted today at the climate talks in Montreal, by states &amp;ndash; such as ours &amp;ndash; which seek to avoid the hard decisions climate change demands. And at least one of them is worse than the fossil fuel burning it replaces.&lt;/p&gt;
&lt;p&gt; The last time I drew attention to the hazards of making diesel fuel from vegetable oils, I received as much abuse as I have ever been sent by the supporters of the Iraq war. The biodiesel missionaries, I discovered, are as vociferous in their denial as the executives of Exxon. I am now prepared to admit that my previous column was wrong. But they&amp;rsquo;re not going to like it. I was wrong because I underestimated the fuel&amp;rsquo;s destructive impact.&lt;/p&gt;
&lt;p&gt; Before I go any further, I should make it clear that turning used chip fat into motor fuel is a good thing. The people slithering around all day in vats of filth are perfoming a service to society. But there is enough waste cooking oil in the UK to meet one 380th of our demand for road transport fuel(2). Beyond that, the trouble begins.&lt;/p&gt;
&lt;p&gt; When I wrote about it last year, I thought that the biggest problem caused by biodiesel was that it set up a competition for land(3). Arable land that would otherwise have been used to grow food would instead be used to grow fuel. But now I find that something even worse is happening. The biodiesel industry has accidentally invented the world&amp;rsquo;s most carbon-intensive fuel.&lt;/p&gt;

MARK COLVIN: A leading expert has warned that the world&#039;s oil industry has started to reach its peak production rate and is already in the first phase of a transition to an uncertain future.&lt;/p&gt;
&lt;p&gt; Dr Ali Samsam Bakhtiari predicted on this program two years ago that the crisis would begin in 2006 or 2007.&lt;/p&gt;
&lt;p&gt; Now he says the current estimates of oil reserves are grossly exaggerated and we are approaching a time when oil may reach $US 300 a barrel and demand will out-strip supply.&lt;/p&gt;
&lt;p&gt; It may happen this decade.&lt;/p&gt;
&lt;p&gt; Barney Porter has the story.&lt;/p&gt;
&lt;p&gt; BARNEY PORTER: Dr Ali Samsam Bakhtiari says in one regard, the science is simple.&lt;/p&gt;
&lt;p&gt; ALI SAMSAM BAKHTIARI: Crude oil is the master domino. When you tumble crude oil, all the other dominoes tumble, whichever they are. And that is what makes this peak oil so important. &lt;/p&gt;
&lt;p&gt; BARNEY PORTER: Dr Bakhtiari has recently retired as a senior advisor for the National Iranian Oil Company in Tehran and has written several books and more than 65 papers on the Iranian and international oil and gas industry.&lt;/p&gt;
&lt;p&gt; In a speech in Sydney today, he said the oil industry had hit a peak production of 81 million barrels per day, which would decline to 55 million barrels per day up to 2020.&lt;/p&gt;
&lt;p&gt; And Dr Bakhtiari says there&#039;s another, more immediate problem, for the industry.&lt;/p&gt;
&lt;p&gt; He says the last great find was in the 1990s in the so-called &#039;frontier areas&#039; which included Alaska, the North Sea, Brazil and deeper off-shore sites.&lt;/p&gt;
&lt;p&gt; They&#039;ve since been developed until there are now only two left: the Arctic Ocean, and Antarctica.&lt;/p&gt;
&lt;p&gt; ALI SAMSAM BAKHTIARI: I hope that the oil industry will not go into Antarctica but, today I am not so sure, you know, because when the price will be $200 or $300 per barrel, then anything can happen. &lt;/p&gt;
&lt;p&gt; BARNEY PORTER: Dr Bakhtiari says Russia&#039;s production actually peaked in 2004 and has since been in decline, which will have major ramifications for Europe. He claims the Russian industry officials won&#039;t admit the facts because they still want to attract investors. &lt;/p&gt;
&lt;p&gt; Dr Bakhtiari says the latest finds by the industry will add only, at most, a few days to the world&#039;s reserves. &lt;/p&gt;
&lt;p&gt; ALI SAMSAM BAKHTIARI: We are consuming, world-wide, 30 billion barrels of oil every year. It is an enormous amount. But what is the industry finding? It is finding something between four and six only. &lt;/p&gt;
&lt;p&gt; So every year that passes, that we have passed in this century, we had a deficit on consumption versus finds. &lt;/p&gt;
&lt;p&gt; BARNEY PORTER: As to the future, Dr Bakhtiari describes a stage he calls &amp;quot;Transition One&amp;quot; where change will be slow and gradual, a sort of business as usual, because of the world&#039;s ongoing addiction to oil.&lt;/p&gt;
&lt;p&gt; But he also says there&#039;s an element of uncertainty because traditional laws of economics are changing. Dr Bahktiari says in theory, if the price of oil is doubled, the demand should go down.&lt;/p&gt;
&lt;p&gt; But he notes in the past four years the price has actually tripled and demand is still increasing. &lt;/p&gt;
&lt;p&gt; ALI SAMSAM BAKHTIARI: We are entering a brand new world, a world that is totally different. We are used to this growth and we have been addicted to this growth. &lt;/p&gt;
&lt;p&gt; BARNEY PORTER: However in the few years left in his transition model, Dr Bakhtiari says Western Australia may be a model for the world with its approach to public transport, providing free buses and a light-rail system throughout the suburbs. &lt;/p&gt;
&lt;p&gt; ALI SAMSAM BAKHTIARI: The more you would invest in public transport and in rail, it would be a benefit, but naturally it is going to be expensive first. But if you spend every dollar that you spend today, it&#039;s much better than the dollar that you are going to spend tomorrow.&lt;/p&gt;

 <title>ETHANOL INVESTING and the Hirsch Report</title>

&lt;p&gt; Excerpts:&lt;br /&gt; There is certainly no point in putting E85 pumps across the country, because the U.S. can&amp;rsquo;t make enough ethanol to justify them. Even as grain ethanol production scales up, it will displace less than 2% of U.S. oil imports. The reduction in fossil fuel usage is also next to nothing, because ethanol production is heavily dependent on fossil fuels. Likewise, this means greenhouse gas emissions are reduced by a very modest amount. The Department of Energy recently concluded that E85, the 85% ethanol blend, would reduce greenhouse gas emissions by a mere 4%. That&amp;rsquo;s because ethanol is primarily a recycled fossil fuel, with a very small portion of renewable energy thrown in.&lt;/p&gt;
&lt;p&gt; &lt;strong&gt;Ethanol Investing&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt; Some investors have certainly made money with ethanol stocks. Investors once made money on dot-coms as well. Making money is no indication that the underlying fundamentals are good. Some of those dot-coms still exist today, but many of them had unworkable business models and went bankrupt. I will argue that some ethanol companies are in the same boat.&lt;/p&gt;
&lt;p&gt; The U.S. Department of Energy last year commissioned a study on mitigating the effects of a peak in worldwide oil production.  <title>Is the Washington Post partly responsible for the immobility of the US Congress?</title>

&lt;p&gt; If you live around Washington , DC and have much do with the federal government, then you probably read the Post. There are a few exceptions. If you are into finance or securities you reach for the Wall StreetJournal each day. If your politics are more than a few degrees to the right, you are going to be happier with the Washington Times, and if you are a deep thinker, then your day is not complete without the New York Times.&lt;/p&gt;
&lt;p&gt; As a general rule, however, the tens of thousands who run our nation, or talk frequently to those that do, absorb their world outlook each day from the pages of the Washington Post.&lt;/p&gt;
&lt;p&gt; For decades, the management and staff of the Post have always taken this responsibility very seriously, as &amp;quot;the&amp;quot; newspaper of our nation&#039;s capitol they have a special responsibility to see that our leaders and their advisors are kept fully informed with the latest information and best thinking about nearly everything our federal government must confront. In most cases they have handled this responsibility very well amidst the shifting sands and political pressures of Washington .&lt;/p&gt;
&lt;p&gt; However, for those of us who take seriously the possibility, or if you will, the probability, that further increases of any significance in world oil production are looking less likely all the time, the Post&#039;s near silence on the issue is an major anomaly.&lt;/p&gt;
